Preheat oven to 450℉.
Combine milk and vinegar in a measuring cup and set aside.
In a large bowl, combine flour, salt, baking soda, baking powder, garlic powder, and parsley, stir to combine.
Add shredded cheese, stir into flour mixture.
Cut cold butter into flour mixture until very small pieces.
Add green onions, stir into flour mixture.
Stir milk mixture into dry ingredients just until moistened. Add additional milk if too dry.
Use large cookie scoop to spoon biscuits onto a cookie sheet.
Melt remaining 2 Tbsp butter, brushing tops of biscuits with half, and reserving the other half.
Bake for 15 minutes or until golden brown.
Brush with remaining melted butter.
